Vicki's Swiss SteakPreheat oven to 350 degrees. Dust steak with flour, salt, and pepper (both sides). Tenderize with meat pounder, or Jaccard meat tenderizer. Heat oil in a large Dutch oven on stovetop. Add seasoned, tenderized beef and brown on both sides. Add tomatoes, water, potatoes, and carrots. Cover and place in oven and bake for about 2 hours.
